OK I got it working in Edge, differently from the instructions but I can see the box and all. Took forever. It's a cool script tho!

for #2 if you want a decimal inside of the zero, you can just add a new decimal with this code and then move it into the zero with these codes

for #1 I'm not sure how you'd want it scrolling with the text, but you can just do the same thing as above with an element like

Nothing against this or you personally, but I'm going to turn off comments/messages to all users even friends since I don't want to talk to anyone one on one atm lol, only through club comments to give help to questions and all. If you want more one on one help recommend to go to VL or the other users I mentioned since they probably went to school for CSS it's merely a hobby for me, I have no education/training in it, it is all self-taught for me

After doing the API thing, the script no longer works.

If you get a version that doesn't need the API and we can simply install with Tampermonkey then let me know and I'll try to edit the part you want changed with Inspect Element.

I would personally fix the menu as it frustratingly vanishes with any scroll, but with fixed it awkwardly fixes to the screen until more text is highlight. Perhaps fixing it and giving it a set time before it vanishes on its own without a cursor on it (three seconds?) would be a nice compromise.

This would be a great project for Valerio, Lulec, Hahaido, or Cateinya maybe Getnorted to work on but they all seem burned out. They are skilled with this type of CSS

You're asking how to get consistent settings across multiple display resolutions, right? imo media queries are always best for such things imo. You can simply get it right for w/e screen size this way with exact settings. % I've used a lot but I wouldn't use unless it's some crazy artistic project. It can backfire too often.
