| Because ecchi can be referenced for sexual themes and often works as a comedic device, especially since it tunes well with relative genres like harem. At best, it's just intended for fan service and it doesn't solely involve around the concept of sex, unlike hentai. Also, there's a difference in the degree of sexual content between ecchi and hentai. A good basis would be the explicitness. Ecchi is erotic, sexy and mostly suggestive while hentai is as you said, porn. |

| Why would you censor ecchi from anime and only leave full hentai? That would just make the medium as a whole less vibrant if the only media that haven't been sanitized of anything provocative are full blown porn. An analogy I like to use is beer and vodka. Why is beer a thing when vodka exists? Drug wise they serve the same purpose and beer does a worse job of it, and yet beer is still very popular around the world. Not everyone wants the most concentrated version of something. People who are perpetually horny want to see a bit of erotic stuff in their regular dose of anime and so it makes sense to have ecchi contained in other anime. People don't generally go to ecchi to fap, it's more of a bonus. |

| It's pretty much standard marketing. Sex sells. A normal series with an occassional boob or butt shot can still be aired on tv and reach a wider audience and will probably sell copies. Hentai can't air on tv and will not reach as wide of an audience. A lot of movies do the same thing, they'll feature nudity and sex scenes but they aren't porn. |

Anime and manga is only medium that gives this sort of thing it's own name but it exists everywhere in other mediums without a special term for it because sexuality is a natural part of being human and sexiness has long been used in film and TV shows to reel people in. |

You seem to be under the impression that people watch these genres equally just to "fap" to which isn't the case. Beyond most of the arguments already made above, it's safe to assume that the sole purpose of hentai and porn these days is strictly for the use of visual instantly sexual gratification, regardless of a need of a story or plot. Where as the "Ecchi" genre isn't generally made for this specific purpose. This might be hard for you to believe but a majority of grown adults enjoy just watching film and TV that features nudity and sexual themes with out the need to simply just "fap" to it. Which is why "Ecchi" isn't considered extremely graphic sexual material. In fact most modern Animes these days are fusing "Ecchi" like fanservice in just normal Anime making this specific genre slowly disappearing. As a modern example I would really find it hard to believe a majority of users on this forum would "fap" to a title like "Mushoku Tensei" just because it just barely cuts the line for an "ecchi" classification. There are many other examples I could list too dating back far beyond when most users on this forum were even born. |

| For those who don't want to delve into the world of hentai, ecchi is great. Think of ecchi as anime that is erotic/sexy/suggestive and hentai as anime porn. Ecchi is anime but with sexual themes and isn't made for fapping purposes, while hentai is anime porn made for fapping purposes. |

| Some people have a madonna–whore complex about fiction. Someone on /a/ pointed out this idea and it makes quite a bit of sense to me with how some people react. It seems that a great deal of people either do not want explicit sex scenes or nudity in anything that has a plot, or believe that anything that has them can't have a good plot, and immediately judge that anything that does have them must be plotless. This is also, seemingly, why many of the self-insert romance titles that cater to forevealones will also never even progress to as much as holding hands, as the audience for it seems to suffer greatly of this mentality. It does not seem to be a problem in teens' love-esque titles, which often have very explicit sex scenes, but are also very plot-based. |
