I don't think that has officially been revealed yet.

Ledo's language kinda sounds Scandinavian to me (Swedish/Norwegian) and the Gargantian language sounds sorta Greek or Balkan (Albanian/Macedonian) but I don't think they are any actual languages. It sounds more like Gibberish attempting to mimic those kinds of languages. Like if you were to imitate someone speaking Chinese right now, it wouldn't be Chinese, but I'd be able to tell that you were pretending to speak it.

It matters for the same reason we talk about anything related to a given work of fiction.

Oh I'm sure it sounds nothing like that to someone who actually speaks Swedish or Norwegian or Danish or whatever because I'm pretty sure it's just gibberish anyway.

The language of Ente Isla in Hataraku kinda sounds Hungarian to me ear, but in episode 4 there were clearly some words in English thrown in there so I gotta think they just went nuts and combined a bunch of different stuff.

In Japan it airs every Sunday at 22:00 (10:00pm).
GMT-07:00 (Western America) would be every Sunday at 6:00am.

No it is not Hungarian, I didn't recognize any word from it ;)
Btw it's not similar to Hungarian either ^^"
I think it's just blabbering with some English words.

Like I said above, if you speak the languages I mention then clearly it won't sound like that to you. Like if I said to you: Please imitate someone speaking Chinese, you would do something that wouldn't sound like Chinese to someone who speaks it, but would sound like Chinese to someone who doesn't. Understand? Bottom line it's just a mishmosh of gibberish and a few words thrown in there.

I don't know why Ledo or Red (?) speaks 'japanese' very slowly to Amy & others although he speaks 'normally' while he talks to chamber.

When Ledo is speaking with Chamber, he's speaking in his mother tongue, thus why his Japanese is a lot more articulate. His broken Japanese when he speaks with Amy and the other people on Gargantia is when he's speaking the language of those people, not his. He's obviously still learning their language so he wouldn't be able to communicate fluently right away. Japanese is being used as the median language so viewers don't have to be bothered reading subtitles of their respective languages all the time.

The same reason some professor at USC made an actual working language to use in Avatar. That sort of realism adds to the entirety of the show.

The Japanese has cracked the language for Gargantia & Hataraku as well.

http://www.crunchyroll.com/anime-news/2013/05/05/languages-of-the-devil-is-a-part-timer-and-gargantia-deciphered

Really creative but its not as level deep as Tolkien though.

Although the above link answers the original question, there were the beginnings of an interesting discussion here about what languages sound like to speakers of other languages.

Here's some fake English:
https://en.wikipedia.org/wiki/Prisencolinensinainciusol "is meant to sound to its intended Italian audience like English spoken with an American accent, but the lyrics are actually pure gibberish, with the exception of the words 'all right'." Listen: https://www.youtube.com/watch?v=-VsmF9m_Nt8

And a short film with dialog in fake English gibberish:
