Light Novel 'Ryuugajou Nanana no Maizoukin' Gets Anime Adaptation for Spring 2014
This light novel received the Grand Prize in the novel section of 13th Enterbrain Entertainment Grand Prix in 2011. There was a promotional video released in December 2011.

Stop bringing the worst examples. Yes, maybe it lacks masterpieces, but I think some were good enough (Gin no Saji for example). To be fair most of their failure examples also comes from execution failure, not from not trying.
Anyway, this doesn't looks good or bad right now, still could become anything. Premise is questionable, but at least it has decent art and won an award.
That said, let me return back to the corner, remembering that Hakomari most likely will not receive anime adaptation till the end of universe.

Officials wouldn't change the direction if there wasn't a bigger demand for the new series. These are business decisions which were made after looking at supply & demand, trends, costumer groups, etc. And apparently the decision was: Anime that tries to attract new groups/be different is not as desired as the same stuff people keep airing and demanding on the other slots over and over again. I assume that BRS had other priorities than selling BDs/DVDs (merch, for example); maybe this was also the case for R;N.
noitaminA was forced to change because they could no longer monetize the previous style of content. When they did Honey & Clover, there was a lot of ad sponsorship, and TV ratings had actual impact on profitability. For whatever reason though, that sponsorship vanished over time, leaving them at the mercy of DVD/merchandise sales.
Fuji TV would've killed the block outright had the producers not begun marketing to otaku.

I guess it's interesting and yeah, it does seem a bit similar (at least in premise) to Tasogare Otome x Amnesia...but the genres seem a bit different. We don't know how the girl died (though perhaps she died young/tragically since she is a young ghost?). And Tasogare (though I haven't finished it yet) has elements of horror/mystery. If I was to guess, this seems more comedic/lighthearted. But I don't know, as I haven't read the LN...

A-1 I think has simply made a long sequence of poor staff choices of late for their adaptations that has given them a poor reputation.

Sometimes competitions have really weak submissions as a whole, so you can't be certain that an award winning story is actually good. Also, you can only get so much of an idea as to how well a show will turn out from previews and summaries (especially since summaries rarely indicate how good a show will be.)
From what I've seen, there shouldn't be any reason for anyone to immediately scratch this show off their list or even add it... just seems like "meh" material to me. No matter what people say, A-1 isn't horrid and is in fact hit or miss. The people who scratch this show off their list because of the misses should pay more attention to the presence of hits and vice versa. It really is to early to make any decisions on this show, I'm going to wait till later to make a decision.
