Yeah, it's true. Even in the uncut English dub, there's so many small script changes left over from the cut version.
For example: Roshi's first gift in the Japanese version was a going to be an immortal phoenix, and the turtle reminds him that the immortal phoenix died of food poisoning, lol. XD
However, in the English dub, they change it to a magic carpet, and the turtle reminds him that the carpet is in the cleaners, which isn't quite as hilarious. :/

Also, it's funny, In the Japanese version, Roshi calls it a "kinto un", Goku says "kinto un?" and Bulma says "I wonder if he meant kuri kinton" (which is a type of sweet mashed potatoes), which is a pretty decent pun that also sets up the joke about Goku asking if it tastes good, which is pretty hilarious since the Kinto Un kind of looks like Kuri Kinton. XD
However, in the English Dub, they didn't even try to modify this into an English pun, instead Roshi goes "Come, flying nimbus!", and Goku and Bulma both just say how weird of an old man he is. -__-
I mean, they could have at least tried to make a pun... something like "flying noodles" could have sufficed, even though the Japanese version would still be funnier.

Another small change in this episode: When making their way to the island, there's a little gas-mask wearing creature clinging to a palm tree. This is actually a cameo appearance of a character called "Tori-Bot" (who's namesake comes from Toriyama's own name).
In the Japanese version, he mumbles "Penguin Village... this is not", which is a reference to Toriyama's previous work, Dr. Slump, in-which Tori-bot had also appeared.
In the English version, he just chirps like a cicada. -______-

It's small changes like these that bother me in the English dub. The Japanese dub is definitely the superior version.

One version, is bulma asks for the dragonball. Roshi says i need a present in return and he asks her to be his gf and go on a date with him around the beach. She agree's. The turtle asks him if he has if he is still picking up girls. Then the scene skips to the next.

The other version is roshi appears and bulma notices the dragonball around his neck. She gets down on her hands and knees and begs. Roshi gives her the ball and then it moves onto the next scene with the ninbus. This i beileve was the complete edited version for tv.

Then there is the version is not seen often, which the uncut version. Where bulma notices the dragonball again around his neck and he asks for a favor in return to see bulma's panties. So she lifts up her skirt a few times. Roshi gets a nose bleed and gives her the ball.

Then there is a Japanese release cut which i only believe is in the original subbed edition. It appeared later in movie 4 though.

But it shows goku get up out of bed, walks into bulma's room stairs at her crotch, thinks, its a pillow and wonders why she has no balls and tries to check and pulls her panties down. Then it goes to the next scene.

Where when bullma lifts her skirt, she notices she isn't wearing any panties at all, gets complety flusehd. Roshi gets a nose bleed. Slightly different then the previous version.

So many alterations in this episodes its just crazy.

These are the two different alterations in the skirt lifting scene.

One is she lifts her skirt a few times. the camera doesn't show any nudity though. The uncut version is she lifts her skirt once and you see a camera view side of her ass.
