| Honestly, Golden Kamuy. There is like 2 women and both wear more clothes on average than the men. Peak manga or anime. There is a bit of nudity in the manga since there is few sex scenes in there, the anime has none of them. Then there is Tiger & Bunny which also has none. |

| All action anime with no ecchi from my favourites are, from the bottom to the top of my list: -Seikai no Senki-More romance in space than action but still more space battles than the prequel -Tetsuwan Birdy Decode 02-The heroine shows skin alright but she is not sexualized -Berserk-The 97 one -Tekkaman Blade -Tetsuwaw Birdy-The 96 one, there's one ecchi scene -Black Lagoon first season and Roberta's Blood Trail -Hellsing Ultimate, there's some nudity but not shown in erotic ways -Fullmetal Alchemist Brotherhood And here's some titles with some action in it but I don't consider them action titles as it is not their main element: -Stand Alone Complex 2nd Gig, the first season has fanservice -Blue Gender, there's some nudity but not fanservice -Area 88 -Evangelion, series and movie -Gundam the Origin -Shinsekai Yori |

| While it probably wouldn't qualify as action in the conventual sense, Princess Mononoke is a great film with very little fanservice and tons of action. The first season of Demon Slayer was fast paced with a lot of action and only had a little fan service at the end. While they didn't have that much actual action in them (but when they did it was pretty epic) Eureka 7 and Vampire in the Garden were pretty exciting and had only a little fanservice I recall. I haven't actually watched it yet, only clips on YouTube, but Bokurano seems like another show that has tons of action and little fanservice. |

| Kind of a basic pick, I know, but I'll go with Attack on Titan here. 4 Seasons in, and it's had plenty of plot-driven action while having pretty much no fanservice at all (of the sexy kind, at least). Also a shout-out to Hunter X Hunter, Rurouni Kenshin and Fate/Zero, which are also great action shows with very little to no fanservice throughout (that haven't been mentioned here already). |

| Kara no Kyoukai has some amazing action sequences and while there's some graphic scenes at times, nothing is there that I would classify as fanservice from my memory. The actual story is more than just simple 'action' though, it's definitely not for everyone. |

| Evangelion has some of the greatest action scenes ever and also fantastic and complex female characters. Or Fate/Zero for more of a superhero angle rather than mecha. Or Gunslinger Girl for something more down to Earth. Though my favourites tend to veer away from too much action. Although lots of fanservice doesn't necessary imply women being "soulless sex objects for male viewers". Look at Kill la Kill. (Of course, that has equal opportunities fanservice, and characters like Nui who don't participate in it.) |

| Thread should be cleaned. Anyway, here's a few. Includes notes on where some limited fanservice shows up (you mentioned in your OP it might pass muster depending if it's innocuous and/or limited enough). All the female protags in these are great with qualities far beyond just their looks. Seirei no Moribito -- Best action show without ANY fanservice (from the action anime I've seen, at least). Also, Balsa's one the best female role-model characters ever, period. +1 Seikai no Monshou -- Gotta up-thumb this one. One of my fav. couples in anime: the action is actually a bonus to the platonic romance between the mc's. Another great female lead (Lafiel). A couple of strong female side characters, as well (female space fleet commanders). Some possibles: Girls & Panzer (in your PTW) -- Bikini girl in ep. 2 and three(?) hot tub scenes (no ecchi, but a bit of cleavage). Regarding the 12 min. Specials, the first two could be considered fanservice-y in that they feature the girls mostly wearing their swimsuits. I think that's about it for fanservice (if you want to call it that). Great protag whose pretty humble about her latent expertise with tanks. Rest of cast is pretty fun to watch. Emphasis on comedy and tongue-in-cheek tank warfare. El Cazador de la Bruja -- It's been a while since watching but I don't recall any fanservice but I'd need to re-watch to confirm. For now I'll go on a limb and say it's at least worth a look. Minimal action but I thought Nadie was an awesome female main character. Mouretsu Pirates -- Despite its various titles: "Mini-skirt Pirates", "Bodacious Space Pirates" it would have been far more accurate to title it simply "Kawaii Space Pirates". Because even when the characters are spinning around in zero-g there are no upskirt shots, just cute high-school girls doing space stuff. Only very late in the series there is an antagonist female captain with a form-fitting uniform: ...that's about all that's worth reporting re. fanservice. As for a female lead it's perfect: high-school girl gets to be captain of a space pirate ship and go on various missions (and it turns out she's pretty good at it). |
