Can someone enlighten me as to why it wasn't ranked?
Does this happen specifically just for One Piece in its first week or other series as well?

It didn't sell enough to make the list last week but did this week.
The sales go up and down for the western market since only several hundred copies is enough to make the list.

Because it has a good and regular stream of sales. Is popular enough to get a little(and by little I indeed mean Little) number of new people interested to buy it every week, just to see what is about.
In any other country, specially Japan, that would mean that it would appear around the Top 500 or maybe even 200, but it wouldn't certainly appear in a Top 10. In America is enough to appear at Top 10.
For Example, last year Attack on Titan volume 1 sold 54k copies and it stayed all year long(or almost that) in the Top 10. This means that per week it sold only around 1k copies. That was enough to get in the Top 10.
One Piece best new volume the entire last Year sold 5.9k copies(Yep, One Piece in America sells horrible, in France it sells 18 times more), I believe this is One Piece volume 76 2nd week, so Tokyo Ghoul volume 1 didn't need to do much to surpass it.
You keep misunderstanding him, that's not his question. He's asking WHY vol. 1 is still on top instead of the other TG volumes which should have theoretically being outselling it since they were released later. I've bolded his main gripe.
Ah, Basically is popular enough for to bring people to take a taste, though the ones that stay are really a low number.
It seems a new trend in America(looking at past data doesn't seems like it was like that), where the 1st volume sells a lot, but the rest isn't bought as much. Only Attack on Titan 1st volume has 30k more copies than the rest volumes of the title. That only sell around 20k. So more than half of the people only takes a look at the series 1st volume and doesn't return for more.

Yay, One Piece at nr 2. Does that mean that One Piece sells better than Bleach even in the US? Seems like it.
Not really. Naruto sells more than One Piece and Bleach. Also Viz Media is pretty much owning the market there. I prefer the Kodansha translations tbh, but that's just me.
