Basically most of my favorite female characters have hairs I like, since, as they are a very important part of their designs, having appealing hair is one of the main prerequisites a character must have to be in my favorites (I can like her even if I don't like her hair, of course, but to consider her a favorite, the hair must be appealing to my eyes). If I have to give some examples, though, they would be (only examples of my favorites list, otherwise, I would spend centuries descripting them).
Kaoru Tanamachi's hair might not be the most beautiful or outlandish of the bunch (especially considering she is not from a series whose characters are precisely known for their unique designs), but, for me (and basically most of the ones who like her) her "sex" hair is one of her main appeals, since, for some strange reason, it makes her more attractive than how she would be if she would have a more "traditional" hair. It helps her messy hairstyle gives her a more "wild" appearence, who fits her tomboyish personality.
Kyouko Kouda would be a more textbook example of "beautiful hair" without being (very) exagerated. 3-gatsu no Lion is not a series known for the design of its characters, since, with a few exceptions (Souya, Momo, Smith...), everyone in the series looks more or less realistic, but Kyouko (to my eyes) stands out between all of them, at least in what refers to character designs, since, apart of her clear blue eyes, her long, blonde mane is simply beautiful. Her hair is one of the reasons why she is the most attractive character of the series (to me), to the point I almost want to touch and brush it. It also helped a lot that studio Shaft put a lot of effort animating it, who make it even more appealing.
And, of course, there is Togame's beautiful, long white hair (too bad she got NisiOisiN'd later, but her short hair is also good to my eyes, so...), who gains a lot thanks to the simple artstyle of the series (like the rest of designs of Katanagatari, really). Almost maks me want to tie myself in it, like Shichika did... almost.
