In dance necks are often stretched and elongated to represent the line your body makes, especially in styles like ballroom dancing their necks are accentuated and elongated to show beauty and grace also doing this shows correct posture which is an extremely important part of being a dancer especially when dancing competively

THAT. I don't think it's bad design. It's intentionally drawn like that to emphasize the need for stretching and elongating the neck because of the sport. To answer your question if they're drawn like that in the manga - yes.

Yes, it's like that in the manga too during the dancing scenes, it's easier to draw and animate dancing scenes with long limbs I guess.

In all of them? I don't know but there's definitely an elongated limb problem.

Not at all, those looks like realistic necks and the mangaka use different perspective. The long neck come from the anime character design and not the mangaka's one. Hence even Haikyu anime has them (same anime character design as Ballroom anime). Something like:

Thanks for explaining. This makes sense. I was wondering why they went with this, since it seems like a style thing. And this type of style isn't seen in Haikyuu, despite having the same character designer.

I think that they have a peculiar design for the characters which include long necks, but some scenes, IMO, were just badly animated (like the screencap you guys posted above). Actually I think the animation has been dropping in quality since ep.1.
Anyway a random suggestion: when I took the basic japanese language course, our japanese Teacher made us watch the film "Shall we dance" (1996) which is a japanese movie about ballroom dancing (and had an American remake in 2004). To those who would like to understand better the ballroom dance in Japan, it's a good old classic:D

And I haven't watched this show so I haven't even formed an opinion on it, I just said the long necks are off putting.

I have vol 1 of the Manga and the necks in the anime are way too long! Brachiosaurus in human form. The art is better in the manga. The long necks did bother me more with the episode I just watched (ep 2).
I just have to ignore it and enjoy the show. However I like the story so I will continue watching it.
