That's only a recent rule change about character not being able to be used in new difficulties!
It used to say "related series can be used more than once but cannot be for the same character(s)". There was no mention about not being able to use them in a new difficulty.

Now it has been changed to I guess in february:
Cannot use the same series nor character twice across all difficulties.
