There was an episode of the Black Jack OVA where there was a character with a beret that looked like Tezuka and that got me thinking. Why aren't there any anime documentaries ( animated documentaries or biographies) focusing on prominent people in the industry like Miyazaki, AT, Tezuka etc.?

Only super famous guys like the directors and the creators and such would deserve one to begin with.

I said there aren't any that's why I'm asking.

You are probably right about that but being animated to me could make it interesting.

because it's too costly and there's no indication that people in Japan would be interested in watching an animated series about nothing but dry facts, let alone buy the bd/dvd disks to cover the cost of production.besides, the resources would be better spent on series that are more likely to be successful (and thus sell). they certainly don't want to be the next Manglobe.
You can buy lossless digital music from your favorite Japanese artists on https://ototoy.jp/.
The songs are all DRM-free and you can re-download your purchased albums as you wish.
Show your support to your favorite artist if you can!
ps. if you are looking for Japanese albums, you have to search it in Japanese (not romaji). Just copy and paste the name.

I'd still recommend watching Shirobako. It's as close as you'll come. Anno isn't the only real-life person to make an appearance either. The director is a stand-in for Mizushima Seiji, another character is from Production I.G, etc. Here's a good overview: http://www.otakuusamagazine.com/Anime/News1/Shirobakos-Reallife-Counterparts-6362.aspx

It seems like a waste of money to animate a documentary when they could just make a regular documentary. And there are regular documentaries about various important figures of the industry, which is probably all we're ever gonna get for the most part.
I probably regret this post by now.

That would be pretty meta: anime producers making an anime about anime producers. That'd be like an artist painting a picture of himself/herself in the process of painting. Kind of odd, but guess it could be done.

I'm not sure that it makes sense to make an animated documentary about the anime industry (or any industry for that matter). A documentary with actual filming/interviews would probably take significantly less time, money and resources than an animated version. Also, I think a straight-up documentary in animated format would probably be too dry for a typical anime viewer. However, if you strip out the "documentary" aspect and decide to just go strictly with an anime about the industry, that anime would probably end up as a comedy with slice of life and/or drama.

Starting to head off-topic, but Even A Monkey Can Draw Manga is a manga roughly with that premise.

As you supposed, it needed a satirical-comedic slant to avoid being dry. Or perhaps it's the other way around and needed the manga-creation concept to give it form.

Because most people would not care. I, for example, could not care less how anime is made, as long as it's made.

I'm watching this now and learning new things. Fun, fun. JC Staff scans their drawings at 1600x960, and crops them down—and possibly upscale them—after digital painting. They use Paint Man for painting (first time hearing of that program), and targa (.tga) files.

If you were to do a documentary/story about a specific individual, I could definitely see the "using animals as a representation of humans" as possibly a good shtick. Kind of reminds me of the book/graphic novel Maus by Art Spiegelman.

However, if the documentary were to center around the anime industry, you also have to take into consideration that the industry isn't really fun and games. I think there's a bunch of articles out there about how the anime industry in Japan is like slave labor: animators have to work super long hours under tight deadlines for little wages. That seems likes a pretty depressing anime to make. I'm not sure to whom that would appeal to in terms of a Japanese audience.

There's a shitty anime documentary about Miyamoto Musashi. I can't say I'm lamenting about this random "perception" you made. Also there is a manga about Tomino making Gundam.
