The problem is that people use the words 'animation' and 'art' interchangeably when discussing the two within an anime--or any animated medium for that matter. Art is majorly/entirely subjective--if someone finds a certain art-style better than another (like Pupa being better than KnK) that's their opinion, which puts it at the same level as someone who thinks the opposite. While animation is much, much more objective in the sense that you can physically gauge the budget of the animation, it's fps, the detail given in whatever art-style its in, and other characteristics. But yeah, anime debates are usually fun--but most are beaten so far past death, that they surpassed the laws of reanimation, and are half way to spiritual reincarnation. |

At least, I believe that whenever there's a supposed "worst anime ever," there's always going to be something even worse, so it ends up being surprisingly hard to find. It just ends up being a back and forth dance with people insulting each other's favorites. |
