I thought it was a decent film. It served it's purpose in reintroducing the characters that we loved from R1 and R2, and had a decent plot. But, that's about it, it doesn't offer anything new, and to be honest an entire season of content would not have served the series well. It seemed to me that the movie was made to feed the fans something by bringing back the characters we loved and that's about it. It doesn't offer anything new.

Since CG is your favorite anime (just like it is mine), you should give it a watch. But, it won't be on the level of R1 and R2 for sure.
