I don't care what you say. The plots for all of them are amazing, so heartfelt and sad. I've seen so many romance anime and I have to say that these 3 stand clear of everything.

In my opinion, Kareshi Kanojo no Jijou in terms of romance it's everything I wanted it to be. Too bad the last few episodes were kind of slow episode-wise but, Just the slower and reveling moments between Arima and Miyazawa damn near made me cry every episode, I love it!

High Score Girl and Nazo no Kanojo X have nice romantic progression. Also Zero no Tsukaima warrants a mention even though it does get a tad annoying sometimes in how it constantly resets the progress of the relationship, the eventual payoff is more conclusive than most romance anime.

Far as a Top 5 for me...

1. Koi Kaze: Likely not to be everyone's cup of tea considering the incest angle. But unlike many anime that milk it for cheap comedy or melodrama, the series has a serious and more believable focus on exploring its controversial relationship between siblings and has the audience come to their own conclusions on whether or not they'd make similar decisions as Koshiro and Nanoka made.

2. Kimagure Orange Road: Been a favorite of mine for years as far as rom-coms go with the psychic antics of Kyosuke's family offering its fair share of hilarious moments and Madoka being among my all-time female characters due to her complex character being an early predecessor of the tsundere character type and not necessarily falling into any of the typical cliches of the character type.

3. Fruits Basket (2019): While largely focused on Tohru's developing bonds with the Sohma family, the relationship developments that a number of the characters go through get solid development to reflect the growth each of them undergo.

4. Rascal Does Not Dream of Bunny Girl Senpai: A more recent example. While more focused on the supernatural mysteries Sakuta gets pulled into, the relationship between him and Mai has its entertaining chemistry and are among my favorite couples within recent anime titles.

5. His and Her Circumstances: A unique romance title delving into the thoughts of its two major characters in regards to their relationship developments and thoughts of one another. Just a little disappointed of its abrupt ending due to its manga source material still ongoing at the time of its airing.

I would tell you my favorites of the genre, but you are asking about the best, I don't know if these that I am saying are the best but I think they are the Peak of Romance in Anime:

- Tsuki ga Kirei

If I tell you my favourites, I would say:

- Oregairu
- Clannad
- Golden time
- Fruit basket (2019)
- Kimi no Suizou wo Tabetai

Some clash with what you ask but not so much.

I found them more realistic and / or more touching than other romances.

Some are more idealized than others, but I all like them for what they are. The Ice Guy is very fluffy and idealized for example and some others, but sometimes I just like these cute ones lol.

With some others, I wasn't sure if they would count as a romance. Scum's Wish for example is a much more of a coming of age-drama to me, but so is After The Rain, so I dunno.

Out of everything I've seen in the genre, I'd pick White Album 2, Yagate Kimi ni Naru, Kuzu no Honkai, Honey and Clover and Cross Game.

I don't watch much romance, but I think my answer is Kimi ni Todoke. Orange is another favorite of mine, but I don't really watch it for the romance.

The "soeur" relationships ("romantic friendships", aka Class-S) in Maria-sama ga Miteru (aka MariMite) are the most beautiful, heartfelt, emotional ones I've encountered in anime.

The writing, characters, voice-acting are second to none over MariMite's four seasons and weren't limited to a single couple, either, as this gem of an AMV hints at:



After that it's Toradora! for No. 2 (No. 1 for hetero). Top-notch seiyuu performances, Rie Kugimiya & Majima Junji especially (Rie Kugimiya also voiced Touko in MariMite). Perfect OST tracks for important moments.

Just Because! for No. 3. Loved the writing and the protag's long-suffering finally rewarded at the end.

Kimi no Todoke is a strong contender but only for the first season. Sawako was amazing (voiced by Noto Mamiko who also voiced Shimako in Maria-sama ga Miteru).

In no particular order there's Nodame Cantabile, Tsuki ga Kirei, Takagi-san, Lovely Complex.

Kubo-san wa Mob wo Yurusanai has the potential to join them when it finishes airing (it's been postponed until April due to Covid-caused production tightening). I've already been re-watching the episodes that have aired.

There's at least half a dozen more I'm loath to leave out but I'll leave it at that (some of them have been mentioned by other posters :)

Most romance anime focuses on the wooing, the journey to the relationship, not what happens after they are in a relationship. I heard Kare Kano creates the relationship early on and then follows them in a relationship. I haven't finished it though. Pure romance isn't my thing. I got to have a com with my rom. Not necessarily laugh out loud funny. It's almost never laugh out loud funny with most rom com.
