Von Oberstein from LOGH for everything you listed besides development (he does not develops).

Haruko from FLCL for her actions and how she affects the whole setting, she basically moves the plot forward.

Greed from FMA (both versions are good)for his presence, actions and development.

Berserk's villain for how he affects the story and other characters, probably the best traitor in the whole medium.

Meruem for his presence, power and development throughout just one arc.

Makoto Shishio for his presence and backstory, he is basically an evil Kenshin with the opposite ideals.

There are other great antagonists I could think of, but they are not villains.

Bondrewd is a scientist who has gone beyond the limits of ethics and he also does not "oppose" the protagonists like a "common" villain does. He doesn't have a villainous objective, he just uses science without using ethics. This can be considered something villainous in some cases, but Bondrewd in particular I don't think so... But this is just my mere opinion.

I love a great anime villain.

You have fun over the top ones like Black Ghost from Cyborg 009: The Cyborg Soldier or Eudial from Sailor Moon S. Newer Villains include Berg Katze from Gatchaman Crowds and Fango from 91 Days.

You have kinda nuanced ones like Aizen from Bleach or The Dwarf in the flask from Brotherhood. They chill out until it's time to be a drama queen.

You have the twisted villains like Andrea Calvicanti from Gankotsuou or Tsurumi from Golden Kamuy. They exist to make your skin crawl while also being just relatable enough for you to root for them just a little bit.

You also got Villains in shows where no one is the good guy, like Hisoka in Hunter X Hunter. These people are just twisted and unrelatable, but so charismatic fans bandwagon for them anyway. Like the Phantom Troupe, capital B, capital G bad guys who literally wiped out an entire clan of people for a paycheck. And yet so many fans love them anyway. It's the wildest thing to me.

Lastly, you got irritating villains who are good at their villainy, but plot armor and author favoritism prevents them from getting what's coming to them. Like Kabuto from Naruto. Or Mahito, a guy I'm sure will still find a way to slither back into the story and piss everyone off.

Orochimaru got a happy ending. Shishio didn't. Hao Asakura did. Does anybody know what these three have in common?

I generally go for Gendo Ikari (Eva) here. Magnificent bastardry combined with believable characterisation and perfectly gauged treatment of others, plenty of big moments, and even his own pose, without ever having to show it off.

Akio (of Utena), Akito (of Furuba), Kyubey (Madoka), Hamdo (NaTHaT) and Gilgamesh (Fate) also jump out for me.

An honorable mention is Madara Uchiha, never watched Naruto but this guy is iconic

Johan Liebert but i'd also mention Naraku who i think is one of the most underrated anime villains, Boros as one of the most admirable villains despite his very little screentime, Satan (only watched Crybaby but i think he deserves to be here still), Light Yagami and ofc Griffith.

Accelerator, has a terrifying first appearance, a sadistic nature, a mind of a genius, and the behavior of a monster. Yet, he also lives with the guilt of killing 10,000 Imoutos, internally conflicted, manipulated, vulnerable & hurt. He killed the clones because he thought that would eventually lead to him not hurting anyone ever again. He has every reason to remain a villain, yet he chooses not to and later redeems himself as Last Order's guardian and Academy City's leader. Incredible character arc, but his villain arc alone is top tier.
