In addition to this, the amount can be a big factor too. Not all ecchi are created equally after all; too much can distract from the comedy or other elements in the show that normally would be woven in with ecchi moments to create funny, cute scenes.

Because there's actually character development and (although mediocre) plot. A hentai series will get maybe 3-4 OVA's most of which is sex. However, an ecchi series usually has 12 or more episodes, most of which is fanservice and comedy. It's easier to enjoy fanservice if you like the characters.

That's only partly correct, it has to pass that and then it has to not be expected. So ecchi in an ecchi anime isn't fanservice just as much as nudity in a porno isn't.

I watch Ecchi because it makes me laugh, or if it doesn't make me laugh, I'm at least entertained by whats going on. I am entertained by a character having to run through his house which is practically a panty mine field, a festival where people are having a battle where they ram giant statues shaped like penises into each other(kinda hard to describe that, second half of episode 6 for Maji de Watashi ni Koishinasai).

Its a fallacy that people watch ecchi just to fap. People like Hetalia, and I can't understand it, but if people find it entertaining, who am I to judge? To me Ecchi is sort of a sub-genre to comedy, with a different target audience, that being those who have a dirty mind and a perverted sense of humour.
