I guess you're talking about "Monster". If I'm being honest I rated it 8 just because of european setting as it's quite unique and I can see how thoroughly drawn were some backgrounds. I also enjoyed the first ~eight episodes, it was quite thrilling and promising story. I mean in the end I was disappointed and it's not a masterpiece and doesn't worth to be #25 anime. I'd say that I just liked different aspects of it. Definitely not the story that it is praised for.

Hell, the ending of S still makes me cry now after six months I've watched SM, of Utena I remember nothing besides Masami Okui and the frustration/disappointment Ikuhara gave me. And the R movie? a kick in the ball to the american cinecomic crap from the origins with Donner's Superman. He took the material from a legitimately shitty manga (the SM manga is the worst comic I've ever read, and believe me I've read a LOT of shitty comics until today), he made masterpieces out of it even with my personal preference for Sailor Stars, while Utena and Penguindrum are as disposable as it can get. I still don't get how it happened. And I share some of the feminist views he expressed through SM, the ones I noticed in my review of Utena. So...

If you like it, no problemo. Me, personally, I find those works a sore disappointment (Utena movie included), especially considering the fact that those who worked with him in SM (where he really provided masterpieces, nobody will ever say otherwise) always kept the quality of their work on a high level because they never lost the idea of giving messages while entertaining. For example, Takuya Igarashi in Ashita No Nadja gave the same non-violent messages and the same ideas about people having different faces in their life yet the series is not a snooze, I watched it alltogether from start to end and I was never bored. Same with Ojamajo Doremi, I'm currently at season three and outside some fillers there's nothing particularly bad in it, and the ideas are the same of SM from both Igarashi and Sato.

I don't know how to answer you, I'll do it here. Mawaru Penguindrum is even worst than Utena, just ridicolous. Boring, with subpar writing and characters, and with episodes that recap the former episodes from already the second episode on. His colleague Takuya Igarashi started with the excellent Sailor Stars, he literally never lost it. Him and Junichi Sato never lost it, at least for what I've seen until now.

It's not exactly for everyone, but I hope you like it
and that I gave an accurate enough idea of what the show is.
Also it has a blu ray now so that's nice.
