The first number indicates the number of sales that specific volume has accumulated for the week specified.
The second number indicates the number of sales that volume has garnered to date.

So if the two numbers are the same, it means that the specific manga volume was just released this week, as is the case with One Piece. In the case for FMA, it's already been out for a few weeks, thus the first number is drastically lower than the second number.

The *'s denote empty digit fields, from what I believe. And the commas are your typical separation of hundreds, thousands, millions, etc. Like one million is 1,000,000. And nine hundred thousand is *,900,000.
