The answer NO, a character can possess Loli traits AND other notable personality traits, a necessary condition as there are many times when numerous Loli's will be found in one anime/game. Obviously it's gonna be hard to compete against anything by Teatime, and Itazurakko(by Real) was pretty good. But as far as customizability goes, the runner up would have to be Custom Android Ai.
