Maybe because it fits the tone of the show? Maybe the author likes that somg? Nothing besides that comes to my mind.

Why not? The fact it's old doesn't mean it can't be used. It fits the anime perfectly and I love this ED a lot.

Why are you so surprised XD. A lot of anime that i've watched use the '80s-'90s song because it fits the vibe/tone or moments or the theme of the shows. It's not a big deal actually, imo. Like jojo for example, all jojo's endings are 80s-90s songs
