Well, only three anime have ever had soundtracks so great that I had to buy them...

Clannad
Angel Beats
Ghost In The Shell:Stand Alone Complex

There are some anime I acknowledge have great soundtracks, but not really enough for me to go out of my way to buy the albums. I think the most recent example of this that comes to mind for me is Violet Evergarden. The soundtrack was absolutely stunning, but I feel as though if I bought it and listened to it all the time, I’d feel really melancholic.

Shinsekai Yori (From The New World) is another that comes to mind that had a phenomenal soundtrack, but I fear my state of mind if I listened to it in my free time.

Cowboy Bebop.
Ergo Proxy.
Eureka Seven.
Ghost in the Shell Stand Alone Complex (anything with Yoko Kanno is going to be good)
Hunter X Hunter.
Initial D (EuRoBeAt InTeNsIfIeS! Makes me want to hop into my car and go for a drive).
K.
Kill la Kill.
Made in Abyss (liked it so much I bought the CD from Japan).
Shinsekai yori (the adapted Symphony No. 9 is a real highlight, its what I best remember this anime for).

Attack on Titan has the best ost and the best ops and the best endings...
the only song which wasn't that great is season 2's ending

Hunter X Hunter 2011 has what is probably my favorite musical piece of all time: Emperor's Time. I get SHIVERS when hearing this theme during the greed island arc. Nothing is more epic than this. This music is simply a masterpiece of work. The whole soundtrack is amazing. HxH 2011 has the best OP of all time and there are countless themes that invoke deep emotions within me. The music in this anime is godly.

Cowboy Bebop, a very unique original genre that fit the anime just great!
Hunter x Hunter, an average RPG-ish soundtrack but really memorable and fun
Noragami, contemporary techno with traditional japanese feeling quite cool
One Punch Man, just badass.

In my opinion, the best types of soundtracks are those that can paint a picture to someone's life. These soundtracks convey that image for me very well!

Things I've enjoyed in no particular order:
Samurai Champloo - jazz/hiphop vibes throughout; highly influential from nujabes
Kimi to Boku - Chill/calming; nice driving music
Natsume Yuujinchou - Calming/Relax Time
Akagami no Shirayukihime - Calming, Subtle fantasy moments, reconciliation: the beginning of two people seriously nails on the head for conveying what love is like
Nagi no Asu Kara - Calming/Relax Time
Ao Haru Ride - Excellent for emotional days
Naruto - Original OST makes you really feel things other than nostalgia
Bleach - Loved the rock feel, amazing use of the guitar
xxxHolic - Chilling/Relaxing; Deja View and Shizuka na Hibi are my absolute favorites; great for telling a story
Mushishi - Calming, definite homework music, really incorporates the feeling of time passing
Orange - Calming, love the guitar work in this OST

I'm a big sucker for piano in soundtracks if it's not obvious :D

In general, Kajiura Yuki is a good bet. My favourite of hers is probably Madoka Magica, but that's not to say that Kara no Kyoukai and Fate/Zero don't also have incredible scores - it's just that Madoka Magica's OST is consistently fantastic (I don't think there's a single track on all three albums I don't love). Kajiura Yuki understands theme and leitmotif to a degree you rarely find.

(However, I didn't much rate her work on SAO - to me, it seemed phoned in, and much of what was great about it was just a retread of themes she'd already done in earlier work. For real, the main theme sounds exactly like 'Rule the Battlefield' from Fate/Zero.)

Sawano Hiroyuki is also a consistent contender - obviously Attack on Titan is great, as is Kill la Kill. Aldnoah.Zero deserves a mention for 'MKAliez' being the example of the 'Sawano Drop'.

Iwasaki Taku...I can't say I exactly follow his work, but I love the soundtracks for Katanagatari and especially Gurren Lagann.

Stepping outside individual composers: Fate/Stay Night: Unlimited Blade Works was a bit of a letdown after Fate/Zero, but it has some OK tracks. And the Monogatari series will always deserve a mention, if only for 'Suteki Meppou' - because where else would you find a piece of background music in 5/4?

Attack on titan is my favorite, the entire soundtrack is best i've heard from something!! It has beatiful, sad and epic OST's!

violet evergarden and made abyss are great if you're looking for beautiful stuff
Florence ost is beautiful as well but it's not an anime. however it's made by Kevin Penkin (Guy who made Made In Abyss OST and is also making the music for Rising of the Shield Hero), so defo worth checking out

Hiroyuki Sawano is a great composer for epic pieces. You hear his music all over the place as well-- he made music for attack on titan, re:creators, a bunch of mecha stuff, kill la kill, and other big names

Girls und Panzer has to take the cake for me. I like how they take the main theme and make variations on it throughout the series. They also pull inspiration from the countries in which the different teams are based on when making the music (although they just straight up used Katyusha for Russia, you won't find it on the Crunchyroll episodes). I thought it matched the show well.

Those were the first three I thought of as well. I'm also glad to find someone else who appreciates the Kimi to Boku OST, I especially like the Aoi Shouta insert songs.

If you're a piano/jazz fan you should definitely move Kids on the Slope up your short-list though.

Naruto: Hell it has the hypest OSTs
Toradora!: "Lost My Pieces" and "Startup" are masterpieces, especially the second one.
Nisekoi: Very gracious osts and pretty cheerful

And the anime that I think has the best soundtracks: Sword Art Online, with "Swordland" and "Everyday Life"

I love the soundtrack of Your Lie in April, Kuroshitsuji, Death Note and Death Parade, but the most favorite soundtrack of mine is Radwimps music for Kimi No Na Wa. It makes my heart sing and I have goosebumps every time I'm listening to it.

Kajiura Yuki is by far my favourite composer ever. There's this sort of magic that almost no other composer has, it's highly diversified and rich, and of course there's the highly significative Kajiura-go!

Takanashi (who made Naruto Shippuden and Fairy Tail) is also very impressive. Fairy Tail in particular, the mix between Celtic and Rock is surprisingly excellent.

Key Studio also makes wonderful soundtracks (which are then taken for the anime adaptations of their works). Clannad, Kanon, Rewrite are full of excellent tracks. Little Busters has great openings, but I found the OST rather disappointing.

If I had to choose one as the best OST ever though, I think I would say Fairy Tail.
