| The reason why is because anime is generally set in Japan and it's also nearly always made by a completely Japanese team. In Japan girls wear skirts even though in most of the Western world pants, leggings, and shorts are far more common. Even when anime are set outside of Japan they're still made by Japanese people who have the same sexist view of what people should be wearing according to their chromosomes rather than actually taking some time to research what people tend to wear there. Now, even in Japan a good 20-30% of women will be wearing pants and in addition to that another good amount will probably be wearing leggings, but since anime tend to be set in high school where students are assigned uniforms based on their sex anyway it doesn't give much leeway for showing them in anything else, not that the otaku watching would want to see girls in anything other than skirts anyway. |

| FWIW with regards to "why don't anime girls wear pants" I just watched this video (yes I know this is an almost entirely unrelated video, but in this case we're looking at the people in the background, not including the staff members), and I was thinking, y'know, in terms of modern-day casual going-about-town clothing, the Japanese (shown here) don't seem to be noticeably different from other first-world east-Asian regions, such as Hong Kong (which I'm more familiar with than Japan). And generally don't differ much from modern-day casual clothing styles in the United States or Canada either, for that matter. The girls and women here can be seen wearing a variety of things; I can see dresses and shorts and even long pants. So I'm not convinced that skirts and dresses are actually more common clothing for girls/women in Japan than elsewhere, and thus I'm not convinced this is a reason influencing character designs for female anime characters. If anyone has what may be evidence to the contrary, please do post it. |

| Where I am in America that is not the norm. As noted above most women wear pants (jeans or cargo pants or shorts and sandals in the summer) but keep in mind I'm from the north where 6 months out of the year most people would call it "winter" here. Only a fool would wear things like leggings and Yoga pants in a Minnesota winter where it can get as cold as -60 degrees F. We spent most of December and January freezing our butts off somewhere between -25 and 10 degrees. |
