Not quite. IIRC it's more like this:
less than a 1000 - epic fail
1000-3000 - fail
3000-4000 means the producers get their money back at least (they suffer no losses but they receive no profit either).
4000-7000 - slight profit
7000-10000 - moderate success
10000-15000 - success
15000+ - huge success
Awesome. That really clears things up. So we should expect to see future adaptations of the same material of shows that fall into the moderate-huge success category?
Also, so there is really no distinction between things that sell like Madoka (50,000) and things that sell like Steins;Gate (14,000) besides the amount of franchise milking that would occur in the future?
His breakdown isn't bad, but there's a bit more to it than that. 3,000/volume may not seem good, but if you get 3000/volume for a a long show (8-9 volumes) rather than 3000/volume for a short show (3-4 volumes), the amount of continued revenue gained helps offset the low sales.
Edit: Ah. Someone else commented with a great article. Only thing I'd add would be the disclaimer about expectations. Let's say new Madoka movies do 25,000 each. That would be considered a gigantic failure despite still making money of it.

BTW. Is there any english source there I could get average sales for all series for last 5-10 years? I just want to check some of my favorites but found only 10+ K hits top (

Its not English, but you can easily just google a certain series, copy and paste its Japanese game and put it into the search engine there. Its the best you'll get that I know of.
