I don't know if there is anybody who is able to answer this question but I ask it anyway.
What amount of characters has their personality described in their name? Most characters' first and last name have a meaning as a word. But how many name meanings are a description of the character's most striking features or personality? Many characters' names seem just randomly given without any reason but there are some whose name really resemble the character.

Actually all Japanese names have a meaning behind them, anime just sometimes uses them to be an accurate representation of the anime character.
If your favourite character is Tsutsukakushi Tsukiko, you are my soul mate.

I can read both simplified and traditional Chinese characters therefore also Japanese kanji.
So here is an example:
Yukino雪乃 Yukinoshita雪ノ下 from Yahari Ore no Seishun Love Comedy wa Machigatteiru
(The correct order should be Yukinoshita Yukino, Surname/Gavenname, in Japanese)
Yuki雪 means snow.
If you have watched the anime you would know that Yukino seems very calm and cold for most of the time. Her personality is like her name.

1) Comedy characters, like the ones in Sayonara Zetsubou Sensei, have descriptive names. I've seen this happen in my native language too.

2) Characters in more serious works usually have more realistic names. With family names that are often far divorced from family business, and names assigned by parents for no good reason.
Note that some parents assign names based on some characteristics of a child. Thus, a white-haired vampire girl in Demi-chan got named "Hikari" ("light").

3) In urban fantasy, characters are likely to have famous family names. Just try to count all Tsuchimikado in anime!
Same for historical anime.

4) Siblings are likely to have a theme to their names. Hikari's twin sister was called "Himari" because it's a valid name and similar to Hikari.
In Haganai, the siblings are named Kodaka ("little hawk") and Kobato ("little dove").
They say that in times of old, people would just name their children by order of birth, with names like "first", "second" and so on. Survivors would then change their names when an opportunity presents itself.

Almost all the character's name in BnHA has to do with their quirk

Bakugou=Bakuha (explosion)
Ashido=Acid
Shouto=Burn & Freeze
Kaminari=Lightning
Denki=Electricity

to name a few...

EDIT:
More to add:

Katsuki: Katsu=wins, Ki=self.
Midoriya: Midori=green
Satou: Sugar
Nemuri: Nemui=sleepy, Nemuritai=want to sleep

I'm told Erin (Kemono no Souja Erin) means "wild apple", a reference to the forbidden fruit in the Garden of Eden. And indeed the apple symbolism is prevalent in the OP "Shizuku", one where both she and her mother partake said symbolic fruit. Her inquisitiveness and her tendency to ignore accepted norms in favor of trekking her own path certainly alludes to the symbolism.

First to come to mind for me at least is Shana before she was named that by Yuji.
Before that she was just referred to as Flame-Haired Burning-Eyed Hunter

The three Zentradi spies aboard the Macross (in the TV series) are named Warera, Loli and Conda. (warera lolicon da)
Another example, the visibly very manly Otokosuki in Dragon Ball's last tournament literally loves men (and it is his only particular trait).

But you have probably far more chance to find characters whose names are made of signs who would have a particular meaning taken in certain ways, thanks to the ideograms.

The best example of meaningful names I have seen is Eyeshield 21. Almost every character's name implies their traits. Not just people but team names are also meaningful.

下(shita): down
Translation: "under the snow" (my own interpretation, of course)

Kanji allow Japanese to give double/triple meaning to any name, so it's quite common. Yagami Light (with kanji) is a pretty good example

Isn't 90% of anime names base for their personality, attacks, colors, or quirks. Unless their name is obscure or foreign shit.

I wonder if original creators have trouble coming up with or deciding on names, in particular in early stages of concept descriptive names might be a good way to go.

For Non non Biyori's Komari (Koma-chan, Maigo-chan) google translate told me "small ball".
Renge comes without Kanji in her Name, which I find odd for a Japanese character. google told me "well kicking" for ren-ge. I take that as a variant of "kicks ass", suits fine. :D

Try finding/understanding if and what author wanted to say with the meanings in name for Ryougi Shiki (両儀 式/織 /? for 3rd personality) ...

hach, translate.google is a fun toy.
