Hikigaya Hachiman is actually a nice example. But you shouldn't forget that his way of thinking is so twisted... and biased. I disliked that part of him and because of that I wouldn't call him a "good philosopher" .
Yagami Light, well, he is just a tool.

Personally I would go with Sasaki of the Haruhi Suzumiya series.
As I think about it, I also liked Rika Furude and Frederica Bernkastel.

Why are people mentioning Hikigaya Hachiman?

Not to say he was stupid or anything, or that I didn't like him. He was a good character.. but wasn't all that philosophical. His outlook on life and his monologues are all pretty much him projecting (and at the same time, denying) his own depression onto the world.

He's very dishonest with himself. I mean, I really liked the guy, which is why I wanted him to change. He was clearly unhappy, both with himself and with his life. Anybody who says otherwise simply didn't pay attention. I felt sorry for the guy.

I feel like people who celebrate his depression and melancholic outlook on life missed the point. (Or are just like Hikigaya themselves: depressed, searching for something/somebody to relate to, all the while completely in denial of their own depression).

Edward Elric in my opinion! And Hohenheim as well. They both had book smarts and good decision making skills. And they were both philosophical at times. And none of this detracted from their character. I believe they were smart beyond the character timelines.

What exactly does it mean when someone is "philosophical"? I only know philosophy as certain subjects of inquiry, like chemistry, or literature. And it certainly doesn't make sense to call someone "chemical", or "literary"... not ordinarily in any case.

I'll never forget William B. "Will" Baxter from a filler episode from Eureka Seven. A man who finds himself in a very relatable situation and sticks with it, with a strength and optimism I viciously envy. Maybe not intelligent but certainly enlightened.

My vote goes to Okabe Rintarou. He exemplifies a merge of intelligence and wisdom. At first shrouded in a veil of self delusion and fantasy to aid the psychological trauma of his dearest childhood friend. Over the course of the series he develops as a truely moral and knowledgeable character. Even when given the option to rule the world or gain anything he'd ever want through time travel he declines simply saying that life should have no do overs and that no one knows what the future holds, that is why its potential is infinite. He also happens to be a talented genius in terms of engineering and physics.

Light and L in Death note are pretty damn intelligent.
William Twining from Makai Ouji is pretty smart.
I always though Kyouya's natural personality from OHSHC was naturally intelligent.
That's all I can think of based on the animes I've watched.

This question needs to be rephrased before I can weigh in. Philosophy is attributed to understanding basic truths, and one who searches for this truth e.g Philosophers are attributed to being wise, not intelligent. What is unclear to me is the following: 1. Is your question asking "Which anime character is the best allegorical representation of true intelligence?" or 2. "Which character's philosophical beliefs are the closest representation of basic truth?" or 3. Something entirely different.

Please clarify.
