Elfen Lied (though this may be controversial... I guess 'good' isn't the right word but definately held my attention from the start)
Higurashi When They Cry - the first few seconds, a bit like Elfen Lied, really held my attention.

Have the best first episode I have ever seen

Dragonball Z had a good first episode too :P
Why ? Goku ( the main character ) dies at the first episode !
For people who didn't know anything about the dragonballs and so didn't watch Dragonball serie was it pretty surprising !

It depends on what you view the purpose of a series as in terms of the way it's written and constructed. Is it to lure as many viewers as possible in with a misleading presentation or false sense of security, and then sucker punch them with an unexpected display, or is it to confidently lead from the front and bare all to filter out those from the outset who won't appreciate and be turned off by a lot of the series' content later on anyway?

I don't know whether or not Elfen Lied had the "best" first episode simply because it's a tough question to answer in general and I'd lean into the bias of selecting any of my favorites as the best candidates for this distinction (of which Elfen Lied is one among them), and because a series tends to blur and feel like one extra long movie which the first episode is just one small part of as they go on, in my eyes at least. But it had at least a brave enough and honest series premiere.
