I think Jojos bizarre adventure creator Araki Hirohiko has really great character designs especially for fashion. Everything in the designs are relevant to the character itself, I actually watched a video on it. It’s stuff you’d see on a real model the poses too lol

Tetsuya Nomura since he's done both manga and game works. TWEWY is his best work i must say.

Eiichero Oda of One Piece and Hirohiko Araki of Jojo. Kentaro Miura of Berserk is also excellent, given how limited his human designs can be. I don't know who did the Evangelion character designs, but they're great. What I've seen of Kōhei Horikosh of My Hero Academia is good too.

Akira Toriyama of Dragon Ball and Masashi Kishimoto of Naruto can be good too, but they're less consistent.

Akihiko Yoshida is my absolute favourite. He did the character design for Maquia but he's mostly known for games like Final Fantasy Tactics and XII, Vagrant's Story and Nier Automata (although that's my least favourite work of his).

I really wish he would work in more anime.

Shinya Komi made some amazing character designs for Ex Arm. A shame that said designs weren't properly translated into anime format.

True they have very appealing designs even if 80% the characters look anorexic

he has very subtle and very realistic expressions I should say a lot of his manga has a lot of psychological elements to it with the main characters which helps that his expressions really have a lot of raw and real emotions

yeah for one of his characters a villain named cioccolata he made his hair akin to the hat of a jester and his clothes had a cross on them the character is known for his demented personality and happy twisted nature at watching humans die and get tortured in various ways essentially he's a jester of death and his loves watching humans die because he feels superior to them when they die essentially a god complex

Masakazu is a legend in detailed and cool character designs they all radiate cool energy don't believe me read Zetman

Soejima has done a lotta great work for the persona franchise and his artstyle is very unique as well as the females he draws are all really sexy

plus the mc's are always really good standout characters Minato was probably the best mc design with Yu and Joker tied although my bias towards persona 4 say's that plus I feel like Joker reminds me of every hentai protagonist ever

I feel like you need bones to look anorexic. haha CLAMP characters don't have hints of bones, I think.
Their characters don't exactly look human to me at all, but they feel so human and alive. Their emotions always feel much stronger than more realistic styles, and I think—in art— communicating emotions is more important than being realistic.

Yeah, Kurotsuchi is a great pick. My favorite is probably Nnoitra, but I feel that Kubo's characters in general just ooze coolness and elegance. Byakuya, Ulquiorra, Aizen, Starrk, etc. Of course Kenpachi has an iconic design. I recognized him immediately when he first appeared in the anime, because I saw him in so many pictures before even starting the show.
Oda or Araki might be more creative and wacky with their designs, but when it comes to just cool looking characters, no one can beat Kubo.

(You mean authors and their character's development?)
    • Hirohiko Araki - JoJo (just wow)
    • Hajime Isayama - Shingeki no Kyojin (wow x2)
    • Masashi Kishimoto - Naruto (excluding female characters, he's shitty in this)
    • Yoshihiro Togashi - Hunter x Hunter (someone really need reason?)
    • Rihito Takarai - Ten Count (as for yaoi amazing characters)

It's gotta be Hirohiko Araki as number 1 for me. As for other character designers...

Although none of his manga/games have officially been adapted into anime, there are various fanmade Touhou anime so ZUN counts, right? Admittedly, he's not the best at drawing, but the artists he found to illustrate the various Touhou manga really bring his designs to life. Plus I actually think his art has improved a lot. The portraits in all the games since Touhou 9 look just fine IMO

Suzuhito Yasuda (the Durarara! and DanMachi character designer) is also the author/illustrator of Yozakura Quartet and all its characters look awesome.

I'm prepared to swap out some images since some of them probably won't work...
EDIT: They all worked first try. Lucky me

Akio Sugino, the congenial partner of director Osamu Dezaki. I love his thick-line style and his designs which look even older than they actually are (his main period is 70s-90s). Aiko's handwriting is visible in a lot of classic anime and hidden gems: Ie Naki Ko, Ashita no Joe, Ace wo Nerae!, Ginga Eiyuu Densetsu, Golgo 13, Ginga Tetsudou 999, Jungle Taitei, Oniisama e..., Space Cobra, Versailles no Bara and many more.

Space Cobra and Joe are some top tier designs they have this 1960's spy feel to the design considering space cobra is basically a space james bond pirate it makes sense
