Ryouko from the movie Aura: Maryuuin Kouga Saigon no Tatakai could be autistic with her monotonous speech etc. Also being retarded and being autistic are two very different things. | The only one I can think of where it felt like there was a chance of them being actually retarded and not just "lol this character behaved dumb" would probably be Saki Maruyama from GuP Barely ever spoke, often just stayed quiet and stared off into the distances while anything was happening.
