It's important to emphasize that I THINK , so from my perspective, what I've heard and seen from other people.

A lot of people find them boring, but the Sealed, Esoteric History "anime" also contributes to this, which doesn't explicitly portray them as being such big characters.
They're more like hidden, lesser-known characters who are searching for the mysteries of Gensokyo in the outside world (i.e. our world).
I think the problem is that they don't get much of a role, because often in the games they analyze the incidents of Gensokyo. If they got a proper anime (not like Sealed, Esoteric History), where they actually research and analyze the mysteries of Gensokyo, then I think they would be better characters.
I have no problem with Renko or Merry, as I said, I really like Renko.

Just because of their personality and the small amount of screen time, people can't identify with them like the Gensokyo residents, and they are considered a bit more boring.

But maybe that's not the case, this is just an assumption I made. Don't take it too seriously or feel offended, I don't mean to, really.
This is just a subjective assumption.
