If Horo is Holo, shouldn't Zoro Roronoa be Zolo Lolonoa?

I am sure there are other characters who should have their names changed if we follow Holo logic.

i was like this too when i first started learning japanese. "why does bulbapedia say that meowth is called nyarth in japanese?! it's clearly nyaasu!" long story short: creators can and often do choose how they want certain names to be romanized. this is just one example of such.

"Holo" is the intended romanization of her name though, as seen in a handwritten note in Spice & Wolf Season 2, around episode 8 or 9 IIRC. So those who were guessing incorrectly and spelling it "Horo" were the ones changing her name.

I believe Zoro Roronoa was called "Zolo" in the 4Kids dub, but that was more of an issue with wanting to avoid legal hassles from the Zorro IP owners. Kind of like the name changes in Bastard!! or JJBA to avoid problems with musical artists and recording labels.

Seeing as Zoro is a famous swordsman, I feel like Zoro (being similar to Zorro) was the intended spelling.
Also the author himself has romanized the names in the wanted posters.

The official English translation of the manga by Yen Press also uses Holo as her name.

OT: As was mentioned, there are different ways of romanizing words from Japanese into English, and different authors will choose different ways of romanizing the names of their characters. The decision could
sometimes be for aesthetic reasons (it just looks better using one romanization over another) or to make the name stand out. Take 桜庭 ローラ from Aikatsu Stars, for example. Her given English name is Sakuraba, Rola. Not Laura nor Lola (both being a fairly common name for girls in the West). The R in Rola make her name and idol signature stand out.

That reminds me how the elders used to make fun of Chinese people for not having a L in their syllabus. These Chinese in fiction would be speaking pretty good foreign language with lots of "L" sounds and no "R" sound too hard to pronounce.

It kinda depends on what would be the easier way to pronounce it in the target region. There isn't really one standard way to do it but people actually sit down and decide about the localization of names. For example the German names for One Piece characters are Ruffy, Lorenor Zorro and Lysop which is still pretty much the same way they say it in Japanese but it rolls a tiny bit better off the tongue for us.

Yeah there is defintely other names which are romanized as "r" when characters clearly say "l" sound.
As others have said, I guess it was the author's choice for Holo?
