Ghost in the shell, Serial experiments lain, Monster, Evangelion, Rick and Morty.Those are the best I could find.

The best one is definitely Rick and Morty btw

You may need to be educated on some specific topics to understand the full extent of a show's themes but that has nothing to do with IQ. If you want to understand hidden or intricate meanings of certain anime just read the stuff that people with a higher education on that matter write, or read the sources and references yourself.

If we are talking about all these dementia shorts... most of them rely primarily on eliciting a reaction in the audience through their imagery. It's not like they don't have a meaning, but it is left for interpretation and sometimes it may not even have an intended one.

I'd love to say Steins;gate, but in reality it's not really dependent on the audience having high IQ... (and Zetsuen no Tempest & Rokka no Yuusha with the mystery tags) But again, I don't think high IQ is the requirement in order to enjoy these three.

Also, there are detective/drama shows that might spark your interest out there (e.g. gosick, detective conan, and maybe hyouka?)

are there anime that only people with a low iq can fully understand. shows that are so bottom of the barrel and basic in almost every way that you can smell its triteness. ideas that people with high iq feel are unimportant, but speak deeply to the simpletons even if it's on a superficial level. you know like Re:zero

To enjoy Steins;Gate it probably doesn't.
To understand it however is a league of its own. While not so established in the anime, the introductory monologue in the game is literally a lecture on different theories of time travel, and the anime is such a confusing web of timelines without a solid grasp on several layers of physics that the actual delicacy of what it accomplishes goes straight over your head.
Even more so when you include Steins;Gate 0 and have to work out where that sits on the timeline(s).

Of course you can just enjoy it in the same manner you enjoy Back To The Future without caring about the scientific side of the time travel.

Easily Abunai Sisters. It's such a centerpiece of anime, and it's looked down upon by plebeians who don't have a modicum of intelligence. When you look past it, you understand that it's a thought provoking, commentary on our society. It's symbolism is remarkable, the world building is subtle, but the most original world I've ever seen in anime. But the average anime fan doesn't care; they don't have the intelligence needed to understand all of its glory, hence it's low score.

I've watched a lot of anime (psychological too, I quite love this genre) and there wasn't any that was hard to understand. The only problem I have with psychological anime is the way they try to send a message. I mean, there are some anime that either do it poorly or they stretch it too much, or they fail to captivate your attention and several other reasons.
