If you're referring to anime, that's just the way it goes 98% of the time (or about 95% of the time if you exclude the stuff we never get).

If you're referring to manga etc. then it's usually just retailers over here setting dates that they expect to have them in stock - other than Viz Media none of the English language publishers have any presence in Europe whatsoever. If you preorder, particularly from a retailer that serves the US through the same site as well (so bookdepository/wordery/aphrohead etc. are fine, but amazon is not; UP1 should be fine as well as they'll dispatch from the US, but bear in mind that, unlike the three mentioned earlier, they do charge for shipping) then you should get it within a week of the official release date no matter what.
