The first anime that pops up in my mind is Chuu Bra! it's an anime that explains a lot about underwear.
Like how should you wear a bra and when should you start wearing one and what should you look for when picking one.
It's a ecchi anime but an educational one.

Other then that maybe the Precure series or the first two anime of Mahou shoujo Lyrical Nanoha.

Angelic Layer (Misaki's mom is strangely remote and Dr. Icchan can seem a bit pervy. It is CLAMP, after all.)

Abenobashi is way too ecchi for a ten-year-old. Usagi Drop is too mature.

Aversa's take on Chu-Bra is an interesting one. I thought it too ecchi to recommend, but I'm guessing our moderator is female and has a better take on this.

If a show like Azumanga Daioh or Manabi Straight works for her and your parents, then I'll add Hidamari Sketch to the list.

The operative word in all these suggestions is "parents."

When I was around that age, my favorite animes were FMA and Shugo Chara.
But you're looking for non-violent shows, so I would definitely suggest Shugo Chara for pure shoujo feel-good adorableness.
And like a lot of other people said already, Sailor Moon, K-ON, and Cardcaptor Sakura are probably your best shots. And while it may not be the best show out there, I also really enjoyed Shaman King at that age.

What exactly is fun about trying to get kids to watch messed up crap?

Anyway +1 to the Ghibli recommendations, Ikoku Meiro no Croisee and Barakamon. Like SeijiSensei said, it's best to check stuff beforehand before showing it to her (if she's particularly sensitive, some of the moments in Ghibli movies and Ikoku Meiro no Croisee might not be very enjoyable for her).

Kamichama Karin and Kobato might be okay too, I'm not that far into either one so take these recommendations with a grain of salt.

I should have thought of that lol, but i dont really consider pokemon and avatar and stuff to be anime usually, they feel more like cartoons. Then again thats probably cause i watched them when i was younger and in english.

Pretty vanilla answer, but yeah Ghibli movies work well... probably not stuff like grave of the fireflies, princess mononoke, porco rosso or wind rises yet though.

Anyway. Like a previous user mentioned, Shugo Chara and Sailor Moon are good children's anime. I would also suggest Creamy Mami, Wedding Peach, and other cutesy-types like that.
If your sister doesn't like the magical girl genre, tell them to try Azumanga Daioh! and School Rumble. I believe the first has some suggestive themes and the latter has a few curse words, so be careful with that.

Oh right, forgot the one anime from my childhood: Moomins. Although whenever someone in my country does a top list of scary moments in kids shows stuff from Moomins makes up half the list. If you consider it hit me up with a message and I'll link you the scariest scenes for evaluation.
