Are there are some high budgeted anime works that looks so cheap?

Are there are some highly budget anime works that looks so cheap? or the opposite.. Low budget works that look amazing?

I noticed that after some wonky art in the last episodes of Kiseijuu. It seems that Madhouse has ran out of budget but I think it is still amazing.. In the other hand, there are some terrible art on Attack on Titan even though it is high budgeted.

Care for some examples? and why they do that?

Bakemonogatari isn't high budget. The Snake episode with Nadeko was pretty bad in particular, but was fixed in the BDs. And for it modest budget, it looked great most of the time.

Nisemonogatari, had a lot higher budget, unsurprisingly.

This can't be true.The production studio was new and I heard they had a lower budget than some anime.

Also Air and Kanon. I think that's why they created their "gemstone eyes" art style. To look good on posters and in glossy magazines.

I mean, Air truly looks like shit in most screencaps, yet the Blu-ray OP speaks for itself:

It is just that whoever did the characters design in clannad shouldn't be allowed to draw

I can't think of any that I have seen but it happens a lot. No matter how much money goes into it if you don't have a good artist or production company then it wont come out good it's as simple as that.

Is Deen really that bad? I have heard a lot of bad things from Deen but I did enjoy 07-Ghost which I think had good animation and art.

Compare that to another 2 cour series like Kill La Kill and you'll see how exorbitant the amount of companies involved in the production of Attack on Titan was.

they are famouse with "5 minutes background, only talking, recap episode, etc"
but they get amazing VA and scrip writer that can entertain their fans, only with one picture.
maybe this video can discribe them all:

Elemental Gelade comes off looking like a low budget, the characters aren't as animated as they could've been(understatement of the decade), and It's only 26 episodes(which it definitely should've been longer), but omg It's so not a low budget anime.

It's just the studio spent the money in other ways. there's literally vocals for individual scenarios in this anime(It's nuts), and the soundtrack in general is so awesome, that most high budget medium sized anime don't have a soundtrack/collection of songs even close to as awesome/as many as this anime.

No no animation on the FM characters, just happens to work out perfectly in the dubs favor, thanks to Brenna O'Brien(talk about perfect casting, she's the only VA in the entire industry that could pull off such a role, with a char that has like no animation to speak of. It's scary how much emotion she can show with saying such few words, and getting no help whatso ever from the animators)

I doubt that is how the budget works and even Kill la Kill has very inconsistent animation so that isn't a good example for comparison.

Actually it did in some episodes.

Heck, one episode was even redone because it was low-qual and had a lot of animation mistakes.

I'd like some examples, please.
But even if 10% or 20% of the whole show, looked cheap(which it doesn't), it doesn't qualify as the whole show looking cheap.

A couple of frames, doesn't really justify claiming that it looks cheap though. Most examples I've seen that are used in order to claim that, are individual frames or reused footage. A hanful of bad frames are really trivial, and most of the reused footage is concealed well.
Sure there are a couple of scenes that have bad animation, but they are so few and so unimprortant that it doesn't really have any impact on the overall quality of the technical details of the show.
