Because 3 and a half million people making a contract with, according to part 1, the most powerful & feared devil in history wouldn't have gone unnoticed. Fair point about Makima though. Asa's mom sacrificed herself to save Asa and here we see Yoru talking about how her own children are just property that can be discarded.
