Oda Eiichiro Produces One Piece 10th Movie
According to Weekly Shounen Jump published on May 11th, the executive producer of the new movie "One Piece Film Strong World" was announced to be the manga author Oda Eiichiro. Oda is also in charge of the scenario and the character designs. Production staff of an anime movie is usually organized independently of the manga author.

Oda said he would like to show the audiences a totally different film from the previous ones. He has discussed with all the staff involved and already drawn more than 120 illustrations for the character settings. The movie will be premiered on December 12th.

He is credited as "製作総指揮 (General Commander if not a director)", "Script Writer" and "Character Designer". Being a script writer is not the only reason why he can be called a "director". It's common that authors of original novels or manga 監修 (oversee or supervise) movie adaptations, but this One Piece movie is different. The manga author is the head of the production team. That's why it's newsworthy. ANN completely misses the point of the news.

Well, a director is ENTIRELY different from what Oda's doing. A director directs the action and makes sure everything gets done. Oda's contributing a lot, but that doesn't make him director.
EDIT: How about calling him "Project Supervisor"?
A superviser supervises what other people do but Oda is actively producing the film by himself. Alright let's make the problem straight. His official title is "製作総指揮"
製作:Production
総:General or All
指揮:Commander or Director
The confusion stems from the fact that the word "direct" can be translated in more than one way in Japanese; 監督 (director), 演出 (episode director), 指揮 (commander). I didn't call him a director in the article because there will be an "anime director" to be assigned. Oda cannot direct the technical aspects of the animations. but still I think I can say "he directs(指揮) the film".

According to ANN, Oda's only overseeing the production. One of the TV show directors will be directing the movie.
If Oda just "oversees" the production, his title should be "監修". "製作総指揮" means all the productions are done under the command of Oda. if you don't like the world director, we can call him an executive producer. According to his comment in WSJ, he is in charge of:
Script
Character Designs
Character Settings
Recruitment of animators
I don't think "overseeing" is the right world for his jobs.
