IE: The characters sing it at karaoke, it's heard on the radio, etc.

Ah My Goddess has Belldandy and Sayoko compete in a talent show, where they sing a portion of both the ending and opening.

Dragon Maid Season 2, episode 3. The first season's OP appears on tv.

Anzu (Tea's) ringtone is a sample of Shuffle, the opening of that season

Lucky Star has the cast dancing to the OP

Maybe this one doesn't count but the game show episode of Ergo Proxy has a character asking "What is this song called" but the OP plays like norman

anime where the opening son appears in the show - ergo proxy, dradon maid s epidsode3, yugioh shufle rintne, lucky star, ah my goddess
My waifu is the most wonderful waifu. Mai Valentine.

We're freaking out that we're running out of time, but to do what? Should i stop and think of that? Is there something i could do to slow it down? Live in a day for once, instead of watch it sprinting by

A bit different than what you're talking about but is Astro Boy 2003 (the sub at least) the ending of the series is the ending theme, there's a scene just before and after it too though, so it feels a bit more final and special the last time they play it.

Now, what you are talking about, Detective Conan does this especially with karaoke a few times, though I will say Conan-kun's singing is... well about as bad as you'd expect a professional singer singing bad on purpose would be.

Only My Railgun is played during action scenes in Railgun. When the song starts, you know that things will get serious.

Spoiler for the final episode of Railgun season 1.

It would be hilarious if they had him do an insert song like the one in Gosick.

This happens all the time, because the studios don't need to pay out licensing fees for other music, if they just reuse the op or ed.

@TheDarkLordOtaku

It's easy to misunderstand, but this is incorrect. Even music dedicated to that anime work is not free to use within the work itself. Just like using unrelated existing songs, a license fee is charged per session for each use.
Contracts are designed to handle usage comprehensively, so they don't need to seek permission from rights holders each time they use a song. This simplifies and reduces the administrative process, but it doesn't mean the license fee itself becomes free.

The production committee, not the studio, pays the music usage fees. Typically, one or two music production companies participate in the production committee. These companies invest in the anime project, receive commissions to provide the music, and receive the music usage fees and shared dividends proportional to the anime's revenue. Simultaneously, they generate revenue from theme songs and soundtrack sales as part of their own business.
In practice, there are indeed cases where music production companies keep usage fees low for the music within the anime title. However, even in these situations, the obligation to pay rights holders, such as artists or composers, still exists. Therefore, the music production company/publisher bears that cost, and this expense is offset by the distribution of profits from the anime's revenue and music sales.

The reason alternate takes of theme songs appear within anime works is almost never about saving on licensing fees (if that were the goal, reducing the total number of commissioned songs would be more practical). Its purpose is artistic direction (like an Easter egg to delight or to move dedicated fans) and increasing repetition to make the melodies and the anime more impressive.

While many classical pieces and folk songs in the public domain incur no usage fees, the actual recorded sound source often involves rights held by arrangers and performers. Consequently, some form of licensing fee is usually required.

Iirc the female cast of Nyaruko-san sing and dance to the OP of the first season during an episode of the second season.
I also remember the cast of Seitokai Yakuindomo singing (part of) the OP of the second (or first?) season during at least one OVA of the second season.

Then, I'm pretty sure I've heard plenty of times the OP and/or ED of a show used as (relatively discreet) ambiance music when the characters are in a shop or supermarket.

Anime where the opening or ending song appears within the show itself

There are quite a few anime, which have done it. The the 6th episode of Vivy: Flourite Eye's Song, they kept repeating this song so often, they even went for a different OP in the next episode.

In Maison Ikkoku, they sometimes used the 1st ED as an OST, but without the vocals.
