Back in April 1, 2009, Senator John Rockefeller proposed a bill called S.773 or "Cybersecurity Act of 2009".

Basically it is a bill designed to make the internet more secure, because America is unprepared for a "national cybersecurity threat". The actual threat seems vague, but Obama is apparently given the following authority:

Section 18:

The President -

(2)"may declare a cybersecurity emergency and order the limitation or shutdown of Internet traffic to and from any compromised Federal Government or United States critical infrastructure information system or network"

- which basically translates that he has the ability to shutdown the internet entirely within the United States if he FEELS that we are being threatened.

(6)"may order the disconnection of any Federal Government or United States critical infrastructure information systems or networks in the interest of national security"

- translates that if you're spreading "FALSE" or "DANGEROUS" information around the web, the government has the ability to shutdown your connection as well as the source of information.

Not to mention that in the end, the ignorant public would simply blame the internet companies, and not the corrupt government that does this (i.e. if not Obama, then one of the presidents in the future).

Cybersecurity Act of 2009 seems... to make me more paranoid than i already am.

Also if the internet went down then chaos would spread everywhere. People would be panciing on the streets.

As an adamant critic of Obama, I don't really find this to be that big of a deal. The president has the power enable nuclear missile launches and wage just about any battle below full scale war. This seems pretty minuscule to that. It's not like if they had that power they would go "oh no, one of my staffer's emails were hacked.... SHUT THE WHOLE INTERNET DOWN!"

For all we know, there could have been white hats that told the politicians that that our nations cyber-security was so fucked it's not even funny.

While I'm not particularly concerned that Obama (or any future presidents, for that matter) would abuse this power if granted, I just don't particularly like the idea. It seems that these rules could be easily twisted and used to limit our freedom on the web and what information we receive.

The internet is a free space for information, and misinformation.

I cannot begin to IMAGINE the uproar that would come from anywhere if the internet was shut down for a day. It's so critical to almost every aspect of our daily lives!

It's not possible to shut down the internet with anything short of nearly complete destruction of our communication network. It was designed with that in mind (insofar as you could say it was "designed") The best you could do is cut service to specific targets and bog down the rest.

I agree, they have no reason to shut down the internet all across America. I don't think they would, anyway. Think of how much money would be lost, there would be riots, ect. But the way things are turning out these days you never know.

Whenever I see "Emergency Power" add to a bill, all I see is something that the President and/or government can abuse. I'm already pissed off about the Patriot Act and this seems just like another Patriot Act but for the internet. I don't know about you guys but whatever happened to "Give me liberty or give me death"?

I wanted to add that this scenario kind of reminded me of that South Park episode where the internet went offline. Hundreds of people gather around in a refugee camp, taking turns using a Dial-Up connection. Now that can become true. See? SP sees all. Next, Satan having intimate relations with the President.

just so you know. this would not shut down the internet. (although it may slow it down). It would shut down government sites and infrastructure which is separate from the private sector infrastructure.

granted the government and private sector use some of the same lines. But the government uses leased lines. so if the government was getting hit with a large attack and they had to pull a lot of stuff online It would affect the private sector somewhat because some of the lines would have to go down. traffic would be rerouted and more than likely slow down a bit. It would not shut down the internet.

The internet uses what we call a Mesh infrastructure. So if one zone goes down it simply goes around it. These are all things ive learned as a systems and network engineer.

now a small amount of the private sector that is directly tied to government network infrastructure may get shut down. This would be no different than losing the internet because of a black out.

Yea, this is what I was thinking when I read what the OP said (although, without any S&N engineering experience). It just seems kinda radical and illogical to say that he's gonna shut off the entire internet. It reminds me of those town meetings about the health care plan on the news and there's like tons of people screaming "Obama's going to kill us all!" and "We're afraid of Obama!"

I'm not necessarily fond of Obama--since I feel that he's making this country socialist--but we have to recognize the difference between our opinions and the actual decisions and their outcomes

I understand that the above arguments are correctly positioning the terms laid out by the bill. But to be honest, "there's always room for a different interpretation", especially when it comes to politics... I'm sure you guys are quite familiar with how the meanings behind papers such as bills and the Constitution are often twisted... let alone followed.

And I doubt politicians do April Fools. Though who knows what those old guys are up to. Unpredictable bunch, that. Oh wait.

Lastly, regarding the Internet, there's always ways to bypass something. ): If the need is great, the majority will bypass whatever obstacle it faces. Or so my naive optimism leave me to believe.
