Even if she reports to police, How they are going to catch he? lol, this 3 last chapters were weird, and our MC is waiting sooooo long... cmon oldman you have to do it

That is for saving time and energy while still catch up deadline. Also there's a type of manga that tend to use photographs and/or manipulated-photo as background/enviroment to increase realism. They only draw character and core stuffs, the other is either computer 3D generated as 2D outline or photos intergrated.

NOT every manga use photos as background but there's type of manga that was known for use real life photos. This or Hikaru no Go, Death note, Gantz, (same mangaka) etc... just more or less (sometimes they clearly paste the photo into their frame with little to no postwork/filter, sometimes they trace it and draw based on it, not that something rare in manga industry. It's one of many method for working, not everything you need to draw/paint from scratch), the artist in this type of manga all use photos in their manga frames.
