OT: Idk what anime from the early 2000s you've been watching but no 720p was hardly the norm back then

Wasn't the first HD anime ever Diebuster from 2004? And even a few years after that most anime weren't in HD.

OP probably confused the jump from cel to digital animation with 720p resolution.

Unfortuantely all budget is wasted on Demon Slayer, AoT and shit like that, that is why.

I did not watched texhnolyze but Blame! story and idea worth the trouble of dealing with poor animation.

Answering this just for historical interest / curiosity:

720p was nowhere near common in 2003. There were some HD TV anime from that era, like Twelve Kingdoms (2002), Ghost in the Shell: Stand Alone Complex (2002/2004), and Samurai 7 (2004), but it didn't become commonplace until 2007-08. Anime from the early and mid-00s fall into what I call the "doughnut hole" -- as opposed to pre-2000 cel/film anime, they were scanned into computers and composited/colored digitally, and almost always at or below 480p, given the budgetary and technical limits of the time. So with older cel/film anime, you can rescan the film at higher resolutions to create a new and truly HD transfer. And most newer anime from the late 00s onward were drawn/animated at HD resolutions. It's the early/mid-00s stuff that's "locked" in SD, and while companies have produced Blu-Ray upscales for some of them, those upscales don't always look better than the DVDs; some actually look worse.

So, Texhnolyze in particular is very much a creature of the early 2000s. And since most of the show consists of dark and gritty/grainy scenes, those are going to suffer under the lower bitrates and compression technology on DVD. This gets compounded when watching pirated versions of Texhnolyze, since the downloaded rips (most of which are from the mid-00s themselves) are going to be lower quality than the DVDs, and the re-encodes of those old rips on bootleg streaming sites are going to be another level of bad.
