Since no one else has written a review for the OVA episode, I guess I'll try my hand at it.
Tonari no Seki-kun is a light hearted comedy anime about the ways Seki wastes time in class, and how his classmate Yokoi reacts. The OVA is twice as long as a normal episode, and contains two 7 minute shorts.
The OVA does a good job of establishing the basic formula which is used throughout the series: Seki starts playing around in class, Yokoi notices, and then reacts. This formula works very well throughout the series, with Seki's antics growing more unpredictable and hilarious. However, a lot
of my enjoyment for the series came from Yokoi's over the top reactions as well. These two elements are both present in the OVA, which can be viewed either as a test to see if you'll like the series- or as just another episode.
Tonari no Seki-kun is a great anime to watch for a laugh, as it doesn't get repetitive and keeps the viewer laughing with all of Seki's ridiculous games.
If you are familiarized with this OVA’s parent story –as occurs to most people who plan to watch this Original Video Animation, including myself, even though it aired before- you would know that the show basically goes over the classroom experiences of Seki and Yokoi, or better said, the fanciful, far-fetched events Yokoi experience –and her anxious, hilarious overreactions- due to Seki’s occurrences.
Known as the “episode 0” of the acclaimed 21-episodic series with the same name, Tonari no Seki-Kun, this OVA strays neither from the pathway nor from the tone later on used throughout the whole series, as it basically presents a quite simple story
to inspire laughter and draw the attention of the audience.
Moreover, both soundtrack and artwork were pretty much the same, consistent and enough to accomplish its goal, therefore I won’t go any further. Still, one minor issue I missed on this 13 min. show that we could occasionally see on the TV series was the involvement of other characters, as it always brought to the show a breath of fresh air.
Needless to say that, either if you are planning to watch this OVA before or after watching “Tonari no Seki-kun”, checking it out would not be a waste of time, in fact, it can be a perfect starting point or conclusion to the series.
