Since no one else has written a review for the OVA episode, I guess I'll try my hand at it.

Tonari no Seki-kun is a light hearted comedy anime about the ways Seki wastes time in class, and how his classmate Yokoi reacts. The OVA is twice as long as a normal episode, and contains two 7 minute shorts.

And cats are, indeed, adorable. To be honest, because of this, I would recommend watching this before the main series because it's a little jarring to come in expecting a sequel where they might get a little closer and find out that it's (from your perspective) a reset to the beginning ...
