For how to improve your writing abilities, apart from learning grammar, it's really about increasing your vocabulary and applying the new words you learn to sentences; articulation is naturally improved the more you write/speak. When reading, write make a list of words that you're knew to or don't know the meaning of then search for its definition and create your own sentences using said words. (Tip: you don't have to learn as many words as fast as you can, one new word a day will do). English isn't my first language so I had to improve my fluency using the methods I stated.
As for philosophy books. A great book to start with is Metaphysics by Aristotle. Aristotle has a big influence to Philosophy and starting with Metaphysics can prepare you for a lot of other books by later philosophers. If you're into Eastern philosophy, Siddhartha by Herman Hesse is a great way to start. After reading either one of these books, I'd recommend anything by Nietzsche, Rousseau, Hobbes, and Sartre since they also have a lot of influence in shaping modern philosophy.
