Honestly I've never even heard a single title list here.

You are not supposed to. Because they are all proposals to become an original anime. If you actually had ever heard any title here, then I would be very very surprised indeed.

my god people on this site call them sevels fans but they do not know award winning manga [ last time news like this abount manga was posted got the same sort of replies]

Since when does being a "fan" have anything to do with knowing everything? I bet like 99% of that isn't even obtainable, and has no popularity for people to even jump on. Hence why no one knows anything.

OT: Never heard a single one of these.

go though the news archive and find that other topic that im talking about the reason why most of these are not know is the same reason that the ones in that topic are not know there in the most part seinen titles and shock horror seinen is not well loved eithr on Mal or by fan traslators

Correct me if I'm wrong here, but this is an award for unpublished works by new creators, right?

In which case it is completely normal and intentional for people to have not heard about them beforehand.
Yep, from the looks of it I guess.

Yes, they are works that have future potential.

Does "plot" mean literally just that - it's nothing more than a plot outline?

Yes. plot outline or script for the possible anime. It is written "プロット", which is plot in Japanese (it is also wiitten as 脚本/kyakuhon, which means script). It's just some ideas submitted.
