This pleases me. Also, It's kinda suprising to see there wasn't any anime DVD on top 30. What's happening ?

Oh, they're only wanting to ban anime with the slightest amount of sexual content from general sale in Tokyo, meaning that they will only be available online or in adult (porn) shops, as well as banning such anime from TV altogether, so nothing much, really.
