I'm gonna opt for Yagami Light with his deathnote, by time Goku has missed him with ten thousand fireballs in a second and then charged up his Kamehameha for roughly 5 episodes (108 minutes) I'm sure he could have scrawled down his shortass name.

Then again Goku could always kill him by tricking him into watching Dragonball Evolution.

Well, I suppose any and all god-level character would be on the top really. Haruhi would of course, loose some points as she isn't aware of the fact, as Mawootad says.

But nevertheless, there's always a certain dark spot moving in the shadows, seeing all with cold, cybernetic eyes, a schemer that Tzeentch himself would wag it's tail at.

The Master of the God Hand, the so called Idea of Evil or something like that if I remember right... Well, indeed it's a God of sort, but we haven't seen it actually doing anything... Who knows, it could be quite vulnerable, hmm?

And uh, Haruhi may not be aware of what she really is but subconsciously she threatens the whole universe with immediate obliteration. Making her yawn could mean that she kills the whole world out of boredom.. If she's threatened or anything then by another powerful anime character, can't you tell what she could do without even realizing it?

But anyway, I don't really like putting godlike characters into the game... I like comparing the power level of characters who actually have to fight to win their battles.
Then my vote would go for Teresa from Claymore or Karas! Karas is pretty much bad ass when it comes to fighting! :D

For non god level people, DBZ would still top things I'm afraid. Alucard might be eligible too, even though he has nowhere near the raw power of DBZ's top hitters, he's immortal, so he could just wait for the enemy die.
