I don't know what foreigners generally read, but I can warn you about Japanese books for Japanese children; don't start with them. Japanese books for Japanese children generally use a special dialect similar to the "once upon a time" style found in Western folklore, but is taken to a much greater extreme. In essence, it's not standard Japanese.

The easiest read for standard Japanese is generally manga like Naruto. If you want even less text, try a 4-window manga like Azumanga Daioh or Hidamari Sketch. I like to use Yotsubato often in education, because it has a lot of daily vocabulary.

It is much more practical in terms of language acquisition to read something about content of your own interest rather than find a book for the sake of learning Japanese. The best form of language practice is the concealment of the difficulties of practice under the positive affect induced by entertainment. This is not simply about general psychology, but more so about successfully inputting language into the proper area of the brain.
