Note that I do not mean non-Japanese origin, but rather non-Japanese sourced, so an anime whose source material is foreign to the people adapting it. An example would be Powerpuff Girls Z or Moomin

Mine would be Romeo's Blue Skies (I don't even like the original Kinderbuch but this one is very heartfelt) and Anne of Green Gables.

Yeah probably Cyberpunk Edgerunners, though I do enjoy Anne of Green Gables and Gankutsuou is great. I also really enjoyed Spider Riders, a Canadian/Japanese co-production, that was done when I was a kid. I don't know if it's good at all, need to do a rewatch some day.

I also believe Future Boy Conan would count too? The original work was inspired by a Western novel. That one would be high up there.

I don't think I ever liked an anime with a non-Japanese source other than Edgerunners.

For donghua I like the Ravages of Time and Huang Yam adaptations.

For aeni I liked Beauty Water.

It's an easy answer for me as the only three in my Top 50 are one which you mention, OP, Akage no Anne, at #18.

Then Gankutsuou at #38.

And finally, another World Masterpiece Theater series, Ie Naki Ko Remy (the 1996 iteration of the story as opposed to the original 1977 Ie Naki Ko), at #42.

So two based on French novels and one based on a Canadian novel.
