Picolo had Cell completely vulnerable when he encountered him in his first form, what did he do? start wasting time talking instead of getting it over with... With Vegeta it's worse, he let Cell perfect himself and prevented Trunks from stopping him... Who committed the worst shit?

I think Vegetas actions were worse, but if Piccolo had just got the job done instead of trying to get info then Cell never would’ve got to perfect or even fought Vegeta. So technically Piccolo

Vegeta. It goes without any doubts. What he did was nowhere near pride, power, challenge. It was just a dumb way to prepare the stage for jobbing shortly after Cell transformed.
