For romance you mean your custom character with a npc? Because FF doesn't have any romance like that. Otherwise try Mass Effect, Dragon Age, Dragon's Dogma, Skyrim. I can think only these now.

Since it wasn't mentioned yet, I'd say Valkyrie Profile. I think it can be played on an emulator. The main game is pretty short... or maybe it's just me. You don't get to have a say in the dialogue though. (Just in case you were looking for something that's more dating sim-ish.)

But there are multiple endings depending on the choices you make throughout the game.

JRPG with romance you say?!!! I FRIGGEN LOVE games like that! Well, you've come to the right place!

PS2 Games that can be with emulator on PC:
-Growlanser 1, 2, AND 3 (This game series IS a DATING-SIM JRPG, Dating sim is the central mechanic of this game), it's somewhat old though
-Tales of the Abyss (Although romance is slow at the beginning, it picks up later)
-Ar Tonelico 1 AND 2 (This is a DATING-SIM JRPG, Dating simming, once again, is a CENTRAL mechanic of this game)
-Sakura Wars (Although it's NOT a JRPG, but a turn-based Mech Action game with DATING-SIM elements for the PS2, it's REALLY good. I loved it)
-Wild Arms 4 (Romance connection is between childhood friends)
-Grandia 2 (Romance in this game is pretty humorous, it's between an MC and a demonic girl that is bipolar)
-Suikoden IV (It has only IMPLIED romance, nothing explicit like "I love you," being expressed between characters)
-Shadow Hearts (Protagonist is a tsundere at first, but he develops a love for a female character later)
-Shadow Hearts Covenant (This game has a tragic romantic ending, I was literally crying my eyes out at the end, GREAT story with side romance)

As for PC games:
-Agarest: Generations of War (Romance is the central aspect of this game, your main character is fated to pick a wife at the end of each "generation" to offer a strong offspring for the next generation to fight evil) You can buy this on Steam.
-Agarest: Generations of War Zero (Prequel to Agarest: Generations of War (It's not out yet, but you can pre-purchase it on Steam)
-Fading Hearts (Romantic visual novel, it's somewhat mediocre, so be warned)

I'll think of some more PC Romantic JRPGs, there are TONS of them, but I can't think of any currently. I'll come back.

I've found a few more games:

PSP (Playstation Portable) - Search for the PSP Emulator called "PPSSPP," which you can find here: http://www.ppsspp.org/. It's one of THE BEST PSP Emulator ever created, you can even play imported Japanese games. This emulator requires no installation, just extract the .RAR and the .ISO of the game you want to play, then boot it up on the PPSSPP program.

PSP Games:
-Persona 3 Portable (If you've played Persona 3, but have you played Persona 3 PORTABLE? There's a FEMALE CHARACTER MAIN CHARACTER OPTION if you want to experience Persona 3 through the perspective of a woman, of course different S-Links)
-Legend of Heroes: Trails in the Sky (Romance story between ADOPTED brother and sister, it sounds strange at first, but it's pretty adorable).
-Gods Eater Burst (Action games with RPG elements. You CREATE your OWN character with the ability to customize their SKIN COLOR, FACE, CLOTHES, HAIR, and WEAPONS. It has a REALLY subtle romance subplot because several of the female characters exhibit faint feelings of compassion for the main character, but nothing explicit).

More PS2 Game(s):
-Odin Sphere (2D Action RPG game for the PS2 with romance subplot for the female protagonists, BEAUTIFUL game)

PC: I apologize, but it was a bit difficult tracking down some PC games. All I found were two EROGE RPG VNs.

-Yumina the Ethereal (It's an eroge RPG with obvious mature content)
-Kamidori Alchemy Meister (Eroge SRPG ((Strategy RPG))

Sorry for bumping such an old thread, but someone recently just thanked me for the list that I made. So, if anyone is interested, I found some more games.

PSP Games:

-Growlanser 4: Wayfarer of Time (This is tactical, turn-based RPG (think Disgaea or FF tactics). You play an unnamed ((option of naming him)), unvoiced character with a mysterious past. Throughout the game, you have the option of being romantically involved with 5+ of the heroines in the game. You control a lot of choices of the MC, they range from pretty humorous ones to moral dilemmas. As such, there are multiple endings for this game, depending on your choices and who you choose to end up with romantically. For example, for the serious one: You can choose to escort a merchant that you encounter in the wilds or leave him die. For the humorous one, the MC encounters a long lost female companion in the middle of the game and you can do three things to show your compassion by A) Touching her hair, B) touch her shoulders, C) touch her breasts, or D) hold her hands. If you make the MC touch her breasts, it has a pretty hilarious outcome.

-Spectral Souls: Resurrection of the Ethereal Empires (Turn-based tactical RPG, there are multiple romances between the characters in this game).

-Blazing Souls: Accelate - (Tactical, turn-based RPG. You play of a gun-toting mercenary that will encounter many female characters later. He's completely stone-cold evil at first, but you will see him develop as the game goes on).

-Tales of the World: Radiant Mythology - (Action JRPG that is based within the universe of the Tales Of games. In this game, you create your own character and you will encounter characters from Tales of the Abyss, Tales of Legendia, Tales of Symphonia, and many other of the Tales Of games. As you advance in the storyline and become more powerful, there is some romance between one of the female characters and your main character, but don't expect much.)

-Hakuoki - Demon of the Fleeting Blossom - (This is actually an Otome visual novel that is actually TRANSLATED into English! It takes place during the Tokugawa shogunate. The main character is a woman who is from Edo and she later travels to Kyoto in search of her father. On her way there, she encounters a group of ronin who capture her because she saw something she wasn't supposed to. At this point, you can control many of the actions that female protagonist performs and who she will ultimately end up with romantically)

-Tokimeki Memorial 3 - Girl's Side - (An otome visual novel with RPG aspects. You begin the game by naming your character who's about to embark on a journey throughout high school. Throughout the game, you can level up her stats that will affect what boy she will end up with. -Yume Miru Kusuri - (This is actually an ADULT VISUAL NOVEL 18+, you have been warned!!! Strangely, fans have translated this game and have ported it over to the PSP. You can find it here: http://nicoblog.org/psp-iso/yume-miru-kusuri-psp-english/

I recommend you Legend of Heroes: Trails in the Sky too since it´s a very long game that will keep you playing for days! if you don´t know, xseed will be publishing the next part of the game at the very end of this year.

Yup, I already recommended this game on post #32, along with a PSP emulator called "PPSSPP."

Grandia 2 definitely does.
Tales of Symphonia does depending on the character you decide to pick as a soulmate (Sheena <3)

Im also looking for an rpg game with romance and character create. I want to play something where i have a female character and i can flirt with men and play mission, something a lot like Dragon age, just with more romance
